Ethereum's long-running debate over staking economics has entered a new phase with the publication of a draft proposal known as EIP-8361. The proposal would introduce a mechanism that burns an increasingly large share of validator rewards as the total amount of staked ether climbs. If the market value of staked ETH reached $112 billion, the burn rate would hit 100%, effectively eliminating new ETH issuance from proof-of-stake rewards. The draft was authored by six prominent Ethereum researchers and has quickly become one of the most discussed ideas in the network's development community.
The mechanics of EIP-8361
Under the current proof-of-stake design, validators earn two types of income: newly issued ETH and transaction-related revenue. The proposed rule targets only the newly issued portion. As the staking ratio rises, a formula would determine the percentage of issuance to destroy. The remaining minted ETH would go to validators. At around 60.25 million staked ETH, the burn percentage would reach 100% and all newly issued ETH would be destroyed.
The threshold corresponds to roughly half of the total ETH supply and, at current prices, equals a staked market value of about $112 billion. The proposal deliberately excludes transaction fees, tips, and MEV (maximal extractable value) rewards from the burn. Those sources of validator income would remain intact, meaning a validator's total compensation would be driven by network activity rather than by simple token inflation.
The authors stress that this is not an immediate change. The mechanism would be phased in over a period of approximately two years. This gradual transition is designed to give validators, staking services, and the broader ecosystem time to adjust to the new economic environment. It also avoids any sudden shock to the yield expectations of existing stakers.
Why cap staking?
The rationale for EIP-8361 centers on decentralization and security. Since the Merge transitioned Ethereum from proof-of-work to proof-of-stake in September 2022, the amount of ETH locked in the consensus layer has grown substantially. The Shapella upgrade in April 2023 allowed validators to withdraw their principal and rewards, which removed a major barrier to entry. Since then, liquid staking protocols, centralized exchanges, and other intermediaries have attracted large pools of ETH.
Proponents of the proposal argue that ever-increasing staking participation can become a liability. If too much ETH is staked, the security margin provided by the remaining freely tradable supply thins. Moreover, large staking providers and exchange platforms could accumulate outsized influence over the network. The proposal aims to make additional staking less profitable, thereby creating a natural ceiling on participation. Instead of relying on hard limits, the mechanism uses market incentives: staking beyond a certain point would yield diminishing returns because an increasing share of newly minted rewards would be burned.
This approach is also framed as a way to preserve Ethereum's ultrasound money narrative. EIP-1559 already burns a portion of transaction fees, which can make the network net deflationary during periods of high demand. EIP-8361 would extend the burn mechanism to the consensus layer's issuance, potentially making Ethereum's supply even scarcer under certain conditions. That could strengthen the case for ETH as a long-term store of value, though it also raises questions about whether validators would be adequately compensated for securing the network.
Background: Ethereum's evolving issuance
Ethereum's monetary policy has shifted dramatically over the past few years. Under proof-of-work, the network paid miners with new ETH in addition to transaction fees. The Merge replaced miners with validators and reduced total issuance by roughly 90%. Meanwhile, EIP-1559 introduced a base fee that is burned, removing ETH from circulation. The result has been a supply schedule that is not fixed but responsive to network usage and staking activity.
Yet the growth of staking has introduced new challenges. The total staking ratio has risen to a level where some researchers worry about the network's long-term resilience. Staking is not risk-free; validators face slashing penalties for malicious behavior or downtime. However, the returns offered by staking, especially through liquid staking derivatives, have made it an attractive option for both institutional and retail investors. A large share of staked ETH is now controlled by a small number of platforms, raising governance and censorship concerns.
The debate over staking issuance is not new. Ethereum researchers have long considered ways to align validator compensation with network usage. Some earlier proposals suggested hard caps on the amount of staked ETH, but these were rejected because they would require complex social coordination and could unfairly exclude new participants. EIP-8361 tries to achieve a similar outcome through economic incentives, allowing the market to decide how much staking is worthwhile.
Community reaction
EIP-8361 has already generated intense discussion among Ethereum developers and DeFi participants. Some see it as a necessary correction to the incentives that encourage excessive staking. They argue that a staking ratio approaching 50% or higher would make Ethereum less secure and more vulnerable to coordinated actions by large validators. By reducing the profitability of additional stake, the proposal discourages the kind of consolidation that can emerge when staking yields are consistently attractive.
Others are more skeptical. The proposal would change the risk-reward calculation for validators, and some worry that it could push smaller stakers out while benefiting sophisticated players who can capture transaction fees and MEV more effectively. Since the burn does not affect fee-based income, validators with access to high-value block space could still earn substantial returns. This might create a two-tier system where some validators thrive while others struggle to cover their operational costs.
There is also concern about the timing. The Ethereum roadmap already includes several major upgrades, including the long-anticipated Hegotá upgrade. While EIP-8361 is being discussed as a candidate for inclusion, sources familiar with the process suggest it may miss the upcoming hard fork. The proposal is still in early draft form, and the Ethereum improvement proposal process generally requires significant testing, security review, and consensus before deployment. Even if accepted, the full burn mechanism would take years to become active.
Some DeFi participants worry about the knock-on effects on lending markets and automated market makers. Liquid staking tokens are widely used as collateral, and their expected yields are a key input for many yield-generating strategies. If EIP-8361 reduces those yields, it could alter the risk profile of countless DeFi positions. This interconnectivity means that the proposal cannot be evaluated in isolation; its impact would ripple across the broader Ethereum economy.
What would change for validators?
Under the current system, a validator's expected return is a function of the base issuance, the total staked amount, and transaction fees. If EIP-8361 were implemented, the base issuance component would decline as staking grows. Once the staking ratio crossed the zero-issuance threshold, validators would rely entirely on transaction-related rewards. In a low-activity network, staking could become a break-even or loss-making operation, especially when accounting for hardware costs, electricity, and opportunity costs.
Proponents argue that this is exactly the desired outcome. Staking should not be an unconditional yield-generating activity; it should be a security service that is paid for by network users. If there is little transactional demand, the network does not need as much security expenditure. By aligning staking rewards with actual usage, EIP-8361 could make Ethereum's security budget more adaptive.
For institutional stakers, the change would require a reassessment of expected returns. Many institutions entered the staking market based on projected yields that included a consistent stream of newly issued ETH. Under EIP-8361, those projections would become more uncertain and more dependent on future transaction fee markets. Some institutions may welcome this shift, as it aligns with the broader trend of blockchain networks becoming self-sustaining through usage fees rather than inflation.
Potential risks and open questions
One open question is how the burn would interact with existing staking protocols. Liquid staking platforms such as Lido, Coinbase, Rocket Pool, and others issue derivative tokens that represent staked ETH. These tokens trade in DeFi and are often used as collateral. A sharp decline in staking yields could affect the attractiveness of these derivatives and, in turn, the broader DeFi ecosystem that relies on them.
Another issue is MEV. The proposal excludes transaction tips and MEV rewards from the burn, but these revenue streams are notoriously variable and hard to quantify. Validators using sophisticated extraction techniques can earn far more than the base issuance. Critics contend that leaving MEV untouched could undermine the goal of discouraging large, centralized staking operations, since the largest players are often the best positioned to capture MEV. Some have suggested that a more comprehensive proposal would need to address MEV flows as well.
There are also unresolved mathematical questions. The proposal's formula must account for fluctuating staking ratios, changing ETH prices, and the timing of validator entries and exits. The $112 billion threshold is based on a snapshot of ETH prices and may not be the most robust metric for a future where the price could be significantly different. Researchers may refine the parameters before the proposal is ready for implementation.
Another concern is the possibility of unintended consequences during the transition period. As the burn gradually increases, some validators may exit before the economics become unfavorable, potentially causing temporary queue delays for withdrawals. A sudden shift in staking participation could also affect the security budget before the market fully adjusts. The two-year phase-in is intended to smooth these effects, but it remains to be seen whether the transition can be managed without disrupting the network.
Looking ahead
EIP-8361 is part of a broader conversation about Ethereum's long-term sustainability. The network has repeatedly shown a willingness to adjust its economic rules when necessary, from the London hard fork's EIP-1559 to the Merge's transition to proof-of-stake. The new proposal represents another potential turning point, one that would make staking participation a more carefully calibrated decision.
Whether it makes it into the Hegotá upgrade remains uncertain. The proposal's authors know that changing the consensus layer's monetary policy requires broad support and careful engineering. The next few months of discussion will reveal whether the community is ready to embrace a mechanism that could one day reduce Ethereum's new issuance to zero.
